On Thursday June 18, 2026, Rwanda’s Senate, meeting in a plenary sitting on Thursday, approved the appointments of several senior government officials, including ambassadors-designate and heads of key public institutions.
The approvals followed the constitutional process through which the Senate examines and endorses nominations for certain high-level public offices before the appointees formally assume their duties.
Among those approved was Maj. Gen. Emmanuel Bayingana, who was endorsed as Rwanda’s Ambassador-Designate to Israel. The Senate also approved Col. (Rtd) Jeannot Ruhunga as Ambassador-Designate to Poland and Lt. Gen. (Rtd) Karake Karenzi Emmanuel as Ambassador-Designate to China.
In the diplomatic corps, senators further endorsed Christine Nkulikiyinka as Rwanda’s Ambassador-Designate to the Kingdom of Spain. Nkulikiyinka is an experienced diplomat who has previously represented Rwanda in various international assignments.
The Senate also approved appointments to strategic public institutions. Florien Ruihoso Habiyaremye was confirmed as Deputy Chief Gender Monitor in charge of Gender Mainstreaming, while Michelle Umurungi was approved as Deputy Chief Executive Officer of the Rwanda Social Security Board (RSSB).
Additionally, Maximilien Byilingiro received Senate approval to serve as the Chief Executive Officer of the Rwanda Energy Group (REG), the state-owned utility responsible for electricity generation, transmission and distribution.
The approvals come as Rwanda continues efforts to strengthen public institutions and enhance its diplomatic representation abroad. The newly approved officials are expected to take up their responsibilities in accordance with the relevant legal and administrative procedures.
The Senate’s endorsement marks a significant step in filling key leadership positions that are expected to contribute to the country’s governance, public service delivery and international engagement.
